Board of Directors Meeting Minutes
The meeting was called to order at 5:45 p.m. on February 29, 2004 at the Hermitage Restaurant.
Members Present: Akers, Barker, Bell, Blechman, Chesley, Cole, Hensle, Kirk, LeBel, Little, McWilliams, Nash, Orlosky, Schnare, Smith and Thiel. At Large members present were Evans, Foreman, McBride, Shannon and Thompson.
OLD BUSINESS
Information Reports: Reports were made for the following topics: (1) Exception Review Committee activities and 18% Rule by David Schnare and (2) Western Fairfax Citizens Association activity, including Tri-County By Pass, by Janet LeBel.
Acceptance of New Director at Large: Larry Hensle introduced Liz Bradsher asked for the Boards acceptance of her appointment as a Director at Large; the appointment was approved unanimously.
Election of OWC President: Al Akers gave recognition of Bill Cole for his initial idea of forming the OWC and his many years as President and currently Vice-President of the OWC. In addition, he informed the Board of Bill's recent decision to step down as Vice President of the OWC. After this recognition, Larry Hensle made some additional remarks and then introduced Jim Chesley. After this introduction and remarks, Bill Cole made a motion to nominate Jim Chesley as the Vice President of the OWC. This motion was seconded and the nomination was confirmed by a unanimous vote.
NEW BUSINESS
Introduction of Andrew Painter: Andrew Painter, a student at UVA, was introduced. He made a few comments about a research paper he has prepared, titled "a View From the Road", a recent history of Fairfax County's last rural landscapes. In addition, he discussed a new project involving the history of rural development around Clifton.
Popes Head Watershed Study - Charles Smith: Charles discussed the status of the Popes Head Watershed Study. During his discussion, he and others mentioned his concerns about several issues surrounding the study, including (1) the existence of no base line for comparison, (2) no action plan once issues were identified (study alone is of little value), (3) standards to be achieved, etc. Larry Hensle indicated that Charles and Larry would stay on top of this issue and keep the Board informed.
Manassas Park By Pass - Jim Chesley: Jim discussed the history of efforts to construct another crossing of the Occoquan. We agreed to serve as facilitator.
