Occoquan Watershed Coalition
General Membership Meeting Minutes
The meeting was called to order at 7:45 p.m. on November 7, 2004 at the Clifton Elementary School.
Members Present: Approximately forty-five individuals, representing member associations and individuals, were in attendance.
OLD BUSINESS
Information Report: David Schnare made a report regarding the current issues regarding the Chesapeake Bay Pollution Sources. A handout was provided demonstrating the health and potential for progress related to the cleanup of the Chesapeake Bay.
NEW BUSINESS
Remarks by Larry Hensle, president of OWC: Larry Hensle made a few comments regarding the numerous issues that the OWC has been involved in during this past year, including the following comments:
- The OWC's involvement in the establishment of new standards and guidelines for cluster development in the county and the down zoned area in particular.
- The OWC assessment regarding the proposed construction of a new Washington Gas pipeline under the Fountainhead Park and the Occoquan Reservoir.
Amendments to the Bylaws: Larry Hensle made a motion that was made by Kevin Bell for approval of the amended bylaws (available in a handout-see attached). The motion was seconded, and after discussion, the amendments were approved unanimously. The sections of the bylaws, as changed, are as follows:
- Section 4. Dues - The annual dues shall be proposed by the Executive Committee and approved by the Board of Directors. Dues shall be payable, by each individual member and association annually or as specified by the Board of Directors.
- Article V. Board of Directors and Directors at Large Section 1. Powers and Duties - The Board of Directors shall manage the business and affairs of the OWC in accordance with the Bylaws. The Board of Directors shall consist of thirty (30) Directors who shall be members of the OWC. Directors at Large, consisting of a maximum of (15) members, are appointed by the Board of Directors, and are non-voting advisors to the OWC. Directors at Large have no residency requirements.
- Article VII. Standing Committees & Advisory Boards - The following standing committees will be formed to meet the immediate major concerns and issues facing the membership. Other committees and OWC Advisory Boards may be formed if a majority of the Board of Directors agree.
- Section 5. OWC Advisory Boards - OWC Advisory Boards may be formed, used, and disbanded by a majority of the Elected Board of Directors. These Advisory Boards might consist of a number of influential National, State, Regional and County Civic and Business leaders as well as key individuals from selected environmental organizations who are able to provide advice, counsel and influence on specific or general matters relating to the protection and preservation of the Downzoned Watershed. It is envisioned that OWC Advisory Boards will provide needed contacts with influential individuals, organizations and Government at all levels and that these cooperative associations and efforts will further enhance protection of the Downzoned Occoquan Watershed in years to come.
Election of Directors: Larry Hensle representing the nomination committee asked for motions, that were made by Kevin Bell for the following:
- Re-election of those director's whose terms are up at the end of 2004 - Bill Dowdy, Theresa Meade, and Eric Thiel
- Nomination to fill available director positions - James Bonhivert, Tim Hugo, Scott Martin, Jay O'Brien and Michelle Stein
- New directors at Large - Gerry Connolly, Kimberly Davis, Kate Hanley, Elaine McConnell and John Ringle
- Additionally, nominations from the floor for Directors at Large - Catherine A. Belter (George Barker nomination) and Stephen M. Hunt (Mike Thompson nominator).
These motions were seconded, and after discussion, the nominations were confirmed by a unanimous vote.
Presentations: Earl Hodnett, Fairfax County Wildlife Biologist made a slide presentation regarding the "Fairfax County's Deer Population" and the new sightings of Coyotes. Earl also answered numerous questions and was available after the meeting for further discussion. In addition, representatives from the Suburban Whitetail Management of Northern Virginia were introduced and were available to talk to individual homeowners about bow hunting.
