Occoquan Watershed Coalition
General Membership Meeting Minutes
The meeting was called to order at 7:35 p.m. on November 12, 2006 at the Clifton Presbyterian Church.
Members Present: Approximately thirty individuals, representing member associations and individuals, were in attendance.
OLD BUSINESS
Approval of Minutes: Minutes from the previous annual meeting of November 10, 2005 were distributed and accepted as presented.
NEW BUSINESS
Remarks by Jim Bonhivert, president of OWC: Jim Bonhivert made a few comments regarding the OWC Cause (as summarized in a handout) and the numerous issues that the OWC has been involved in during this past year, including the following comments:
- Participation in the Popes Head Creek Watershed Study
- Initiation of the update of the website

Development of the Ringle award
Presentations: The following presentations/updates were given:
- David Schnare gave a summary of the Popes Head Creek watershed study and the input David gave in its initial report. David mentioned that the requested changes already incorporated in the Popes Head study have also been incorporated in a subsequent study and they are expected to be recognized in all subsequent studies. Jim Bonhivert gave recognition to the importance of David’s input to the Fairfax County BOS, and that his input is expected to be considered in all future Watershed Studies.
- Jim Chesley gave a summary of potential means to protect Clifton Rd, through the Virginia Outdoor Land Trust.
- Elaine McConnell made a few comments regarding land use and transportations issues in the Springfield District
- Jerry Little handed out the financial report, which reflects a cash balance of $1,530. Jerry also indicated that we are not making a drive for dues until a need arises. This motion was seconded, and after discussion, the nominations were confirmed by a unanimous vote.
Ringle Award Initiation: Jim Bonhivert introduced the new Ringle award that will be awarded to a citizen whose efforts have been exemplary to protect, preserve, and improve the land and water resources in the Down-Zoned Occoquan Watershed. Bill Cole gave some background of John Ringle, specifically in his initiation of the practice to limit one house per 5 acres which was considered the beginning of the practice to limit development in the Clifton and Fairfax Station area.
Election of Directors: Jim Bonhivert representing the nomination committee made the following motions:
- Re-election of directors whose terms are up at the end of 2006 Al Akers, Bill Cole and Jerry Little.
- Nomination of Bill Jasien as a new director.
The motions were seconded, and after discussion, the nominations were confirmed by a unanimous vote.
Presentations: Thomas Grizzard, Ph.D., P.E., Director - Occoquan Watershed Monitoring Laboratory, Dept. of Civil and Environmental Engineering, VA Tech, made a slide presentation regarding the history and health of the Occoquan Reservoir. Tom also answered numerous questions and was available after the meeting for further discussion.
