Jim Bonhivert (President)
7600 Dunquin Court, Clifton, VA 20124
- Since 1997, Jim has been the President and Chief Executive Officer of SICPA Securink and Product Security Corporations. SICPA provides security solutions such as all of the supplied inks on US currency as well as systems for tracking and tracing valuable products and documents. Prior to this Jim was a financial executive for The General Electric Company for over 20 years. Jim is also the President of The Glencairn Homeowners Association since 1998 and since 2000 has been the head of HOTFORCE , The Hemlock Overlook Regional Park Task Force that works with George Mason University and the Northern Virginia Regional Park Authority to integrate the Park and its activities into the overall community setting in the downzoned area.

Jim has been married to his wife, Christine, a musician, for 32 years. They have two grown daughters Anoinette(Toni) and Elise. Toni is working on a PHD in Chemistry at Georgia Tech. and Elise is a music performance major on clarinet at the Jacob School of Music at Indiana University.

Jim holds a B.A. degree in Economics from Carleton College and an MBA equivalent from the General Electric Management Program

- Worked 10 years as Legislative Aide and Chief of Staff for Supervisor Elaine McConnell, Springfield District, Fairfax County Board of Supervisors. Currently employed for ISSI Consulting Group as Operations Director for the Capitol office in Crystal City, VA. ISSI provides information technology, management consulting and policy analysis support to numerous federal, state, and local governments and private sector clients. Served on Commerce and Trade Transition Team for Governor James S. Gilmore. Appointed to the Virginia Foundation for the Humanities (VFH) and Public Policy, a non-profit organization dedicated to developing and supporting research, education and public programs in the humanities. - Resident of Clifton and Fairfax Station from 1988 to present. Financial Consultant with two major Wall Street brokerage firms since 1983. President of Crest Landing Homeowners Association. Member of the board of Directors, and former Chairman, of Tee Off for Tots for seven years. This charity has raised and distributed over $290,000 to charities that deliver services to northern Virginia children. Member Clifton Elementary School PTA Board from 1991 to 1999 and president of PTA 1995 - 1997. Received Clifton Elementary Human Relations Award in 1998 for community service. Member of the Board of Trustees and Long-Range Planning Committee for Clifton Presbyterian Church.

Married for 20 years to Teresa R. Hensle, with children attending Mary Washington College, Robinson HS, and Clifton Elementary School. Graduate of Lynchburg College 1973, BA Economics.

Timothy D. Hugo (At Large Member of OWC Board of Directors, Director of CapNet)
Timothy D. Hugo is the Director of CapNet, an initiative of the Greater Washington Technology Community that serves to provide a political voice to elected officials on Capitol Hill. CapNet is a political action committee affiliated with The Greater Washington Board of Trade. Prior to joining CapNet, Mr. Hugo served as the Chief of Staff to Congressman Bud Shuster, Chairman, House Committee on Transportation and Infrastructure. As Chief of Staff, Mr. Hugo helped to develop strategies and provided policy input on issues of national importance to include the Clean Water Act, National Highway System Act, Superfund legislation, and the Transportation Efficiency Act of the 21st Century.

Tim Hugo was the vice president for AEA, Ltd, providing strategic advice and counsel to clients with issues before the Congress. He was the first legislative director to Congresswoman Jennifer Dunn working on tax, welfare reform, and other issues before the Committee on Ways and Means. During his tenure in the Congress, he has also worked on the staff of the Committee on House Administration and the Committee on Public Works and Transportation. During the Administration of President Bush, he was the Special Assistant to the Assistant Secretary of Defense for Legislative Affairs. At the Pentagon, his job was to serve as the liaison between the Department of Defense and the House and Senate Intelligence Committees.

Tim Hugo is currently a member of the Commission on the Future of Transportation in Virginia. In 1995, he was nominated to run for the Virginia House of Delegates. As a Rotarian, he is also active in his local community. He serves on Fairfax County's Child Care Advisory Council. From 1991-1998, he was a member of the United States Army Reserve. Mr. Hugo earned his Bachelor of Arts degree from the College of William and Mary and received a Kodak Fellowship for the Senior Managers in Government Program, John F. Kennedy School of Government, Harvard University.

Joseph H. Nash, Jr. (Member of OWC Board of Directors)
- Mr. Nash brings over thirty years of experience in the industry to the OWC. His broad based experience is unique in that he both has extensive contract management experience as an EPA employee and manager of several consulting firms. Mr. Nash spent fifteen years in the Federal government, including working for ten years at EPA and two years at DOE. Mr. Nash also has extensive experience as a senior policy analyst for EPA and DOE. At DOE he was responsible for designing, developing and implementing a water quality and quantity analysis capability on environmental regulatory issues that affected DOE programs. While at EPA Mr. Nash worked in several programs and the policy office as both a manager and technical policy analyst. He has worked on numerous program issues that related to the implementation of TSCA, FIFRA, CWA, CERCLA and RCRA. Two examples of program implementation were as acting director of the OTS Health Review Division and senior staff to the Office of Pesticide Programs to create a new division to review pesticide chemicals selected for Rebuttable Presumption Against Registration as set forth in 40CFR Part 162. Both positions required extensive regulatory knowledge of the programs in particular and the Agency in general. Mr. Nash's technical experience has continued beyond his government career. He has supported a number of clients over the past sixteen years. Several examples include assisting a major international oil company in writing its ten year strategic environmental plan, assisting in the review of the U. S. Postal Service strategic environmental plan and preparing a strategic plan for the infrastructure needs for the Agency for Toxic Substances and Disease Registry (ATSDR).

- Fairfax Station Homeowners Association and Past OWC President. Lived in Fairfax Station for over 17 years. 24 years of service to the nation as a Naval Aviator. Spouse - Betty - two sons, Bob and Greg, one grandson, Wesley. Education - BS - Naval Academy, MA - Organization Development/Human Resources Management, Pepperdine University - Graduate of Naval War College, Newport, RI. Coached youth sports - Baseball, football, and Basketball.

Burton J. Rubin (At Large Member of OWC Board of Directors)
- Burton received his A.B. degree in biology from Guilford College, and his Juris Doctor degree from the University of North Carolina Law School at Chapel Hill. He is a member of the Virginia State Bar. He has served as an editor for Labor Relations Reporter; Environment Reporter; The United States Law Week; BNA's Patent, Trademark & Copyright Journal; and Managing Editor of the United States Patents Quarterly. Burton currently serves as General Counsel of the American Society of Travel Agents, in Alexandria. He is also a Member of the Fairfax County Water Authority, the governing body of the public utility that provides drinking water throughout Northern Virginia. He is a member of its Water Quality Committee. He is a frequent writer and speaker on association law topics.

David W. Schnare (Environmental and Land Use Committee Chairman)

- Dr. Schnare is special counsel in the Office of Regulatory Enforcement at the U.S. Environmental Protection Agency (EPA). Former positions at EPA included directing staffs and branches responsible for economic, legislative and policy analysis. A Vietnam era veteran, Dr. Schnare served in a variety of elected and appointed public service positions. Currently a Councilman on the Fairfax County Environmental Quality Advisory Council, President of Crest Landing Homeowners Association and member of the Citizen's Advisory Board for the Virginia-Maryland School of Veterinary Medicine. Author of more than 40 major articles and books; recent publications include “Sensible Growth – The Politics and Practicalities of Metropolitan Expansion,” (Thomas Jefferson Institute for Public Policy); “The Stewardship Ethic” and “Resolving the Environmental Dilemma” (in Handbook for Environmental Risk Decision Making, Values Perceptions & Ethics.)

- Provides technical and management consulting to the space industry and government. Previously led engineering teams on advanced projects at a major spacecraft manufacturer. Michael Thompson (Past Chairman Springfield District Council, At Large Member of OWC Board of Directors)

- Michael Thompson is currently the Chairman and President of the Thomas Jefferson Institute for Public Policy, a Virginia focused foundation dealing with the issues of economic development (including transportation and urban growth issues), education, government reform, health and welfare, and criminal justice. This is a bi-partisan foundation (referred to as a "solutions tank") working with the elected leaders of Virginia and the business community to suggest and promote alternatives to current public programs and policies. Michael has a Bachelor of Science Degree in Public Administration from the University of Missouri-Columbia and a Masters Degree in Marketing.

Prior to working for the Thomas Jefferson Institute, Thompson was for 24 years the owner and president of the Thompson Creative Marketing Group, a nationally recognized marketing and public affairs company. He was also, during this time, the president of the Mather Furniture Company, a family owned business in Georgia. He is the past President of the Virginia Free Enterprise Council (Board of Directors) for the National Federation of Independent Business. Thompson has been an active leader in the Virginia Republican Party and served in many leadership capacities at the state and local level including three years as President of the Springfield District Council. He has served on several county commissions and task forces representing the Springfield District. Mr. Thompson is married and has two grown children and two grandchildren.
